Analysis of Factors Affecting Organizational Climate in Schools: Presenting a Conceptual Framework Based on Human Resource and Compensatory Factors

Abstract
Introduction and goal: This article focuses on human resource and compensatory factors, analyzing their decisive role in shaping the organizational climate and presenting a framework for its effective management.
Research methodology: This study utilized a descriptive research method with a library-based approach. In this method, the researcher conducts an in-depth examination and content analysis of existing and credible sources (articles, books, theses, etc.) without directly visiting the field or collecting primary data.
Findings: The findings of this research indicate that human resource factors (such as job design, training, and performance evaluation) and compensatory factors (such as financial and non-financial reward systems) play a fundamental role in shaping the organizational climate. These two sets of factors operate in a dynamic and reinforcing interaction, meaning the effectiveness of each one is contingent upon the satisfactory performance of the other. Furthermore, transparency, flexibility, and employee participation serve as essential qualitative dimensions that facilitate a fair understanding and acceptance of these factors. Ultimately, creating a positive organizational climate requires an integrated perspective and the coordinated implementation of human resource and compensatory policies.
Conclusion:. The results of this study show that the formation of a positive organizational climate is the outcome of the harmonious and reinforcing interaction of human resource factors (such as career development and training) and compensatory factors (such as a fair reward system). Therefore, achieving a motivated and productive environment necessitates adopting a unified and aligned approach in designing and implementing these policies.
